Siwanoy Council Red & White Half-Strip

The SIWANOY red & white half-strip pictured above is assumed to be a council strip, not a city strip.  While the word COUNCIL does not appear on this strip, there is no city, village, town, or hamlet called Siwanoy.  Siwanoy Council was headquartered in New Rochelle, New York from 1922 to 1958, and merged with Bronx Valley Council to form Siwanoy-Bronx Valley Council.  The Siwanoy were a Native American group that lived in the region, and while there are many roads, schools, etc., named after the the Siwanoy, there was never a place itself called Siwanoy.  This is similar to the one-word strip SACHEM, from Sachem Council.
